What You'll Do as the Sr. Manager, People Operations:
Leadership & Strategy
- Guide and manage the People Operations department, including oversight of all team members and functional areas.
- Partner with the Executive Director and leadership team to align people strategies with organizational goals.
- Develop and oversee departmental plans, policies, and systems that foster a healthy, high-performing, and values-driven culture.
- Serve as the point person for people-related risk, compliance, and organizational change management.
- Act as the lead People & Culture partner to assigned departments, providing consultation on performance, structure, morale, and staff support.
- Coach managers and directors on employee relations, team development, and effective leadership practices.
- Collaborate with program and support leaders to forecast staffing needs, succession planning, and change readiness.
- Oversee and manage key HR processes including payroll administration, benefits management, onboarding, leaves of absence, records retention, and compliance, ensuring accuracy, timeliness, and a positive employee experience.
- Ensure HR systems are efficient, compliant, and employee-friendly.
- Support implementation of new tools or processes in collaboration with Finance, Operations, and IT teams.
- Serve as the primary point of contact for the organization’s insurance and benefits broker, coordinating renewals, plan changes, and employee education.
- Serve as the escalation point for complex or high-impact employee relations matters.
- Model a restorative, values-aligned approach to conflict resolution and accountability.
- Lead engagement efforts, employee surveys, and continuous improvement in organizational culture.
- Design and implement staff development strategies in partnership with leadership and the People & Business Partner.
- Strengthen leadership capacity across the organization through training, coaching, and team facilitation.
- Foster a learning culture that supports growth, performance, and equity.
- Ensure organizational compliance with all applicable labor laws, internal policies, and program regulations including, but not limited to Title 17, Title 22 and Community Care Licensing.
- Monitor and support timely completion of mandatory trainings, certifications, and safety requirements.
- Partner with legal and compliance consultants to address risk areas, policy updates, and audits.

- $75,000 - $90,000/annually, based on previous experience and other qualifications

Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, Organizational Development, or a related field (or equivalent experience)
- Minimum 7–10 years of progressive HR or People Operations experience, including supervisory or team leadership
- Demonstrated success in both strategic HR leadership and day-to-day HR execution
- Experience serving as a trusted HR advisor to senior leaders
- Deep knowledge of California labor law and HR compliance
- HR certification (e.g., SHRM-CP, SHRM-SCP, PHR, or SPHR) preferred
- Experience in nonprofit or mission-driven organizations preferred
- Experience working in the intellectual and developmental disabilities (IDD) field highly preferred
- High emotional intelligence and cultural competence
- Ability to lead with empathy while driving accountability and performance
- Skilled in change management and organizational development
- Strong interpersonal and communication skills
- Organized, proactive, and comfortable navigating ambiguity
- Tech-savvy and confident working with HRIS and payroll systems
